[Ministry of Economic Affairs] Gradually promote the offshore wind power industry policy, developers and local industries work together to create a win-win situation

Relevant media reported that the "10 billion offshore wind power domestic pie orders exploded and the water overflowed", referring to President Tsai Ing-wen's (108) in the docking ceremony of the underwater foundation piles in Taipei Port, for the Century Group's underwater foundation manufacturing technology However, at the new factory base of Century Steel’s Taipei Port, we can see the empty steel frame and a few foundation pile components. Can they be put into production at the end of this year and deliver goods next year as scheduled? The industry is worried about these foreign developments. The merchants will follow the Century Steel and CIP model, first lie to the government to implement localization, wait until the deadline is up, and then ask the government to open up purchases of some finished or semi-finished products from abroad for reasons such as insufficient production capacity and poor quality in Taiwan to avoid domestic production. In order to save costs, tens of billions of localized orders may be severely lost. The Ministry of Economic Affairs has clarified the following in response to false reports by the media:

The Copenhagen Infrastructure Fund (CIP) Zhangfang Wind Farm and West Island Wind Farm passed the review of the "Offshore Wind Power Industry Related Implementation Plan" in 107 and 108 respectively as scheduled. The current stage is the implementation period of the contract. In addition to regularly requesting developers to submit In addition to the implementation of progress data and weekly progress review meetings, review meetings are held to track the implementation of localization commitments. At the same time, personnel are sent to inspect the factory from time to time to confirm the correctness of the information submitted by the developer. The local supply chain will also be included in the scope of follow-up inspection. If the developer's implementation situation does not conform to the original plan, the developer will be asked to propose an improvement plan and deal with follow-up matters in accordance with the administrative contract.

Regarding the report on the lagging time of the construction of the Century Steel plant, Century Steel publicly stated that the content has not been checked and is contrary to the facts. The company is the first domestic company to respond to the localization of offshore wind power, except for the expansion of the Guanyin Plant. Production capacity, put into production underwater basic pre-production process, and invested a lot of money in the Taipei Port to rent a heavy-duty terminal for basic storage, loading and unloading and assembly under water supply. The Taipei Port plant has begun assembly operations; Century Steel also stated that the first phase of the Taipei Port plant will gradually be adjusted to a CIP underwater basic production plant in the future, which can be used for underwater foundations, substructures, transition sections, and most of the final parts. The main key core is welded and assembled, and related important components will be matched by domestic companies including Taiwan Shipbuilding, Lianglian, Mingrongyuan, Taixin, and Wanji. The production will start gradually in November 109, and the remaining second and third phases The construction of the plant will also be in line with the government's industrial policy and the schedule for the completion of the wind farm, and the production and supply of underwater basic related products will be completed as scheduled. The case was checked by the Industrial Bureau of the actual factory establishment and production situation of Century Steel Taipei Port. At present, the first phase of the Century Steel plant is producing underwater foundation pile products from other developers, and the relevant quality and production schedule have reached customer requirements.

Regarding the Taiwanese shipping company’s complaint section, the Bureau of Industry has assisted Match Century Wind Power and Taiwan Shipbuilding Co., Ltd. to start cooperation plans on the production capacity of the transfer section since 108. Taiwan Shipbuilding Co., Ltd. has carried out inventory and evaluation of its own capacity. After negotiation, there was no situation where the quotation of the ship was unreasoned, and there was no capacity but no orders.

In the past, the domestic industry did not have actual offshore wind power underwater basic manufacturing experience. By promoting the offshore wind power industry's localization policy, Taiwanese industry and international wind farm developers are cooperating to build new production plants and produce underwater basic products. At the time, facing many investment problems and learning bottlenecks, the Bureau of Industry will play the role of an industry communication platform, assisting local Taiwanese manufacturers and international developers to work together to resolve and eliminate investment and production obstacles.

The "Offshore Wind Power Industry Linkage Implementation Plan" integrates projects that Chinese companies are willing to invest in and projects that foreign companies are willing to cooperate with, and include industry linkage implementation commitments in the "Key Points of Offshore Wind Power Planning and Site Capacity Allocation Operations". Promote substantial cooperation between domestic and foreign companies in offshore wind power, and promote the development of my country’s offshore wind power industry supply chain.
